Manager IDH Indonesia
  for IDH - The Sustainable Trade Initiative
 
The challenge
The mission of the Sustainable Trade Initiative (IDH) is the acceleration and up-scaling of sustainable production within mainstream commodity markets. IDH accelerates and up-scales sustainable trade by building impact oriented coalitions of front running multinationals, government, civil society organizations and other stakeholders.
 
IDH programs now operate in over 50 countries, and involve more than 200 business - and 23 civil society actors. We are seen as offering successful new ways of investing in economic self-reliance in Developing and Emerging economies. We have become skilled and knowledgeable in convening and guiding powerful coalitions. We effectively bring together front running companies, governments and civil society organizations in mainstreaming and accelerating sustainable production and trade of internationally traded commodities.
 
IDH is a Public Private Partnership agent, funded by but at arm’s-length of the Dutch government. Acting as a mission-driven investor, we strive for optimal sustainability value from public investment matched by private sector investments.
 
IDH in Indonesia
Indonesia has shown impressive growth in export of agro-commodities over the last 25 years. IDH aims to support business and government in these sectors to transition into the next phase of mainstreaming sustainable, higher quality and productivity agro commodities while also providing sustainable economic value to producers.
 
The current IDH portfolio in Indonesia consists of programs in the following sectors: cocoa, tea, tropical timber, aquaculture, palm oil and spices. The activities for tea and tropical timber are ongoing, the activities in Indonesia for the other sectors are currently developed. Next to this an international implementation plan for the upscaling of global sustainable coffee production will be developed in 2011 under IDH orchestration with Vietnam and Indonesia being the Asian target countries.
IDH intends to invest around 10-20 million EUR in PPPs in Indonesia, the Dutch embassy intents to invest a similar amount in food security and private sector engagement. In Indonesia a 5-year support program between the Indonesian government and the Dutch government has been finalized in 2011 with first progress review with representatives of the Indonesian Ministry of Agriculture held in November 2011.
 
The objectives are to further strengthen sustainable agriculture and the increase of sustainable trade relations between the two countries. IDH and the Dutch embassy plan to invest through PPP programs in order to improve farm productivity, farm income and sustainable production in different crops like cocoa, coffee, team, palm oil, tropical timber and spices.
 
Important alliance with World Economic Forum Taskforce (PISAgro) Indonesia
The recent World Economic Forum PISAgro meeting in Jakarta in November 2011, in which IDH participated, showcased a strong private sector engagement in the Forum’s New Vision for Agriculture and good alignment with the government. In line with this frame IDH is developing cooperation with companies like Nestle, Unilever, SinarMas in sectors like cocoa, tea and palmoil. For the mentioned sectors IDH is well positioned to support this, building on the learning from the current IDH programs with the international sector business leaders and
the excellent engagement that the Dutch Embassy in Jakarta has already shown in these sectors.
 
Important alliance with the Dutch Embassy
From the beginning of IDH’s engagement in Indonesia robust support has been given by the Dutch Government via the representatives of the Dutch Embassy in Jakarta. The policy of the Dutch Government towards supporting sustainable private sector and international trade development in Indonesia is also embedded in the frequently held WGAFF (Working Group for Agriculture, Fisheries and Forestry) meetings between the Dutch government and the Indonesian Ministry of Agriculture. This creates a great leverage between the agenda’s of the Dutch Government and IDH in Indonesia.
 
To play an active convening and accelerating role and use the momentum created in Indonesia with the different IDH sector programmes IDH wants to strengthen its local presence by recruiting a Manager IDH Indonesia.
 
Job description
 
Specific Role
The role of the Manager IDH Indonesia is to support and enhance the targeted impact of the various IDH sector programs in Indonesia by:
Strengthen in Indonesia the local stakeholder coalitions in the different IDH sectors with a leadership role in building effective relations with the Indonesian authorities and financial institutions
Initiate cross sector initiatives that address common key issues (e.g. effective government engagement, access to finance, local standard alignment)
Support, monitor and give guidance to the implementing partners in the production countries on behalf of IDH Programme management
Take the learning from current programs in Indonesia to advise IDH Programme Management and local implementers on how to strengthen the implementation of mainstream scalable and impactful country implementation programmes
 
Organizational setting
The Manager IDH Indonesia represents IDH in Indonesia on behalf of the IDH Management;
The Manager IDH Indonesia reports to the IDH Program Director with the most sector and network relevance in Indonesia;
He acts as a linking pin between the involved IDH Programme managers and Learning Managers and the programmes/ coalitions running in Indonesia
The Manager IDH Indonesia works closely together with both IDH Program Directors, who provide guidance on strategic programme framing and key stakeholder engagement and are supportive in defining the key unlocking moves to create the targeted impact;
The Manager IDH Indonesia will work closely together with the IDH Public Relations Director, especially in fostering effective alliances with local governments and international donors;
The Manager IDH Indonesia is supported by the IDH Learning team providing expert knowledge and research input on a number of defined aspects of the programmes;
The Manager IDH Indonesia is supported by the IDH Operations Team, providing financial and project management information support and communications support;
 
The Manager IDH Indonesia will have no local staff and (in principle) no office (unless a mutual beneficial arrangement with an existing organization in this field is made), but will be supported by the Dutch Embassy and will have a budget for local hired support and consultancy
 
The Manager IDH Indonesia actively maintains and expands the international network of IDH and contribute to further development of IDH.
 
Requirements
 
Skills
Experience in international trade and in building effective alliances for change
Strong communicator and substantive connector and team player
Relevant working experience (minimum 7 years) as a change agent in a multinationals sourcing/ sustainable production environment .
Experience in working in Indonesia, preferably in a agriculture producer context.
Experiences in building innovative alliances between powerful international stakeholders with different agendas and with local authorities in Indonesia .
Experience with process management and change management.
Passion for, knowledge of and experience in the field of sustainability
Master’s degree working level .
Fluent in English and good in Bahasa Indonesia.
 
Knowledge
In-depth knowledge of the global business, sourcing and production issues facing the agro commodities sector and understanding of their national manifestations in Indonesia,
 
Network
Connection to the international and key Indonesian stakeholders in IDH relevant sectors
 
Authority
Have the credibility and reputation to mobilize, unite and align senior level stakeholders
 
Neutrality
Not perceived to represent certain interests other then upscaling sustainable production be it ideological or from a market perspective, to the extent that it would make IDH appear a biased tervention that lacks over-arching legitimacy.
Competencies
Can get a tough job done; can think and act strategically and tactically;
Pro-active attitude in service of others in IDH and good change management skills;
Able to manoeuvre diplomatically while staying focussed on results;
Ability to inspire and lead individuals and groups on senior level;
Creative and strategic thinker;
Good networker and relationship manager with strong interpersonal skills.
 
Conditions
Gross salary, depending on relevant working experience, between €5.000 and €6.500- per month, based on full time contract.
Solid fringe benefits, including a good pension scheme (to be detailed later, as this is the first non-Dutch based position in IDH)
The duration of the contracted function is in principle for two years (until end 2013) with possibility to extend the length to the duration of the current funding arrangements for IDH (until 2016).
